This report provides a broad overview of the federal minimum wage, particularly focusing on how it has systematically excluded black workers throughout U.S. history. The report analyzes the fluctuation of the minimum wage’s inflation-adjusted value over time. The authors make several recommendations designed to make the minimum wage more equitable, including calling for an end to the “companionship exemption” of the Fair Labor Standards Act that excludes home care workers from several basic wage protections.
