Director of Revenue Growth

Carla serves as PHI’s Director of Revenue Growth. She is responsible for generating and diversifying PHI’s revenue sources through collaboration with internal teams to identify critical direct care program funding needs and areas for strategic growth. Carla is also responsible for expanding PHI’s partnerships and service offerings, working closely with the Partnerships and Engagement and Strategic Initiatives Team.

Carla Brooks is a development and partnerships professional with over a decade of experience helping mission-driven organizations grow and thrive. She has worked with a leading health-focused research university, a fast-paced small business, and large international nonprofits, giving her a broad perspective on building partnerships and securing sustainable funding. Over her career, she has secured multimillion-dollar awards from foundations, U.S. government agencies such as USAID and the Department of State, and private sector partners. Carla has led teams through every stage of business development and revenue generation, managing complex pipelines valued at over $100 million, training global teams, creating tools to streamline processes, and contributing to strategies that have strengthened organizational reach and long-term sustainability.

Carla is especially passionate about work that advances equity and lasting change in public health, social justice, and economic opportunity. She thrives on connecting strategy with mission, building relationships that matter, and helping organizations turn big ideas into tangible results.

Carla has a Bachelor’s Degree in International Studies from Old Dominion University in Norfolk, VA, and hails originally from Charlottesville, VA. She has lived in the DC, Maryland, and VA (DMV) area for over ten years and currently resides in Maryland. She enjoys international travel, anything sports-related, and Mediterranean food.
