The options for expanding the general labor pool will likely remain limited while the number of entry-level caregivers is actually shrinking. Unfortunately, our healthcare system cannot adequately respond to these labor-market changes. Restrictions by third-party payers on paraprofessional service providers limit the wages, benefits and working conditions they can offer to direct-care workers.
