Donna Calame

Executive Director, In-Home Supportive Services Public Authority (Retired)

Donna Calame, J.D., worked with a stakeholder group in May 1995 to establish the San Francisco In-Home Supportive Services (IHSS) Public Authority, an innovative quasi-governmental public agency created by a city ordinance to improve in-home supportive services. She has been Executive Director of the Authority from its inception.

IHSS is California’s personal care option program within its Medicaid program, which in 2010 served about 440,000 IHSS consumers throughout the state. During that time, 21,000 people hired more than 18,000 home care workers to provide IHSS tasks for them in San Francisco alone. Donna brings many years of experience with advocacy for improving coordination and delivery of long-term services and supports, especially home- and community-based service models that promote fair and equitable working conditions for direct care workers.
