This article documents strategies of successful career ladder initiatives in health care, printing, and banking industries. The report suggests that because of structural obstacles to career advancement for paraprofessionals in the health care industry, programs which focus on improving wages and working conditions may be more effective at improving job quality than programs which only offer career ladders.
