Discusses the many ways that the home care workforce in New York is subjected to on-the-job exploitation and abuse, including poor compensation and benefits as well as unsafe conditions. A list of recommendations to combat exploitation is offered, and includes the establishment of a home care worker ombudsperson and a dedicated workforce-data collection system. PHI submitted this statement to New York Gov. Andrew Cuomo’s Task Force to Combat Worker Exploitation and Abuse.
