This written statement was delivered to the House of Representatives’ Subcommittee on Workforce Protections, Committee on Education and Labor, in conjunction with oral testimony at hearings on H.R. 3582: the Fair Home Health Care Act. If passed, H.R. 3582 would amend the Fair Labor Standards Act to clarify the exemption for home health care workers from provisions of that Act. The statement argues for the passage of H.R. 3582 from a labor market perspective.
