Developing Matching Service and Respite Registries: A Practical Guide

This practical guide from PHI and the National Academy for State Health Policy (NASHP) is a companion to PHI’s full report, Matching Up: Seven Considerations for Impactful Matching Service and Respite Registries.

Matching service and respite registries help consumers and family caregivers find independent providers, and help providers find work that fits their skills, schedules, and communities. The guide distills the report’s seven evidence-informed considerations for building or strengthening these registries: aims and objectives, user eligibility, costs and financing, partnerships, design, marketing and promotion, and evaluation.

Each consideration includes specific strategies and real-world examples from registries across the country, including Carina, WisCaregiver Connections, and the New Mexico Respite Provider Registry. The guide is designed for state agencies, respite coalitions, and other leaders working to improve access to care and expand opportunities for independent providers.

Key Takeaways

A registry works best when it’s built around specific aims, whether that’s supporting a broader workforce initiative or filling an unmet need, and every later decision about eligibility, design, and funding should tie back to those goals.
Registries don’t have to be built from scratch. Subscribing to or adapting an existing platform can lower startup costs significantly, and states can braid together funding sources such as enhanced federal Medicaid funds, Lifespan Respite grants, and workforce development dollars.
Success depends on keeping users engaged. A registry needs a balanced mix of workers and consumers, current profiles and job postings, safe and accessible features, and ongoing evaluation to make lasting matches.
