Journal Article Wages & Benefits
December 30, 2020

This study draws on narrative accounts from nursing home workers featured in newspaper articles to identify their responses to COVID-19 pandemic-related policy changes. The findings are compared from two U.S. states and two Canadian provinces.

Key Takeaways

During the pandemic, there were notable gaps between official policies and nursing home realities.
Direct care workers had to bridge these implementation gaps, e.g. regarding PPE supplies, in their daily work.
Resistance, innovation, and improvisation are three ways that workers respond to policies and implementation gaps.
