Build ladders and raise the floor: Workforce strategies supporting mobility and stability for low-income workers

Argues that employers and policymakers must work to improve the lives of low-wage workers by promoting two workforce development strategies: building ladders (i.e. giving workers the opportunity to advance meaningfully in their jobs) and raising the floor (i.e. improving the quality of low-wage jobs). The authors present examples of both strategies being employed in the restaurant, construction, health care, and manufacturing industries.
