The remarks highlight the importance of both building ladders (i.e. creating career opportunities) and raising the floor (i.e. creating better-quality jobs) for low-wage workers. Dawson discusses the history of Cooperative Home Care Associates, a worker-owned home care agency in the Bronx that he co-founded, to illustrate his point.
