Jeannine LaPrad is Managing Director of Strategic Initiatives of PHI, a nonprofit committed to improving quality care for older adults and people with disabilities by creating quality jobs for direct care workers. Jeannine is responsible for PHI’s major strategic initiatives, rooted in PHI’s 360-degree approach of integrating research & evaluation, workforce innovation, policy advocacy, and public education. She leads PHI’s efforts to establish a universal training and credentialing system for direct care workers, a pivotal effort to strengthen this workforce, meet rapidly growing demand, and ensure professional recognition for the essential role these workers play in the lives of millions of Americans.

Jeannine has decades of strong leadership experience in the nonprofit, government, education, and business sectors, working to reshape employment and education policy and practice in ways that create more equitable outcomes for workers and communities. She brings a strong commitment to collaborating with partners to center worker voice and experience, improve job quality and economic mobility, and advance racial and gender equality. Prio to PHI, Jeannine served as the Managing Director of Policy & Research for the National Skills Coalition for three years and worked with the Corporation for a Skilled Workforce for 23 years, including serving as a Senior Fellow from 2018-2021 and President and CEO from 2006-2017.

Throughout her career she has led numerous workforce development policy research, development, and technical assistance projects and teams at the state and local levels. Jeannine has a bachelor’s degree in organizational psychology and communications and a master’s degree in higher education policy from the University of Michigan. She is based in Ann Arbor, Michigan.
