Improving jobs and care: A national sector strategy

This paper provides an introduction to PHI — its origins, its goals, and its lessons learned. It explains PHI’s role as a field-building organization at the intersection of eldercare/disabilities services sector and the field of low-income workforce development. A national leader in ”sectoral workforce development,” PHI addresses improving job quality for direct-care workers — and the quality of long-term services and supports — from multiple angles: It creates training materials and career paths for direct-care workers; assists long-term care employers to create healthier, better functioning organizations that treat workers and consumers with respect and dignity; and advances public policies that support both quality jobs and quality care.
