Analyzes the the Centers for Medicare & Medicaid’s proposal to update Medicaid managed-care regulations, the first such update in a decade. PHI recommends that the wage, benefit, and training needs of direct-care workers must be explicitly considered in various key aspects of the regulations. Additionally, PHI encourages stronger monitoring, enforcement, and accountability mechanisms at the state and federal level — notably in the areas of workforce support and training.
