Testimony presented to the National Commission on Long-Term Care. Recommends that any attempt to reform the country’s long-term care services and supports system must address the direct-care workforce by embedding minimum workforce standards. Lists four workforce domains that are in need of federal attention: payment and procurement, training, coordinated care models, and independent living infrastructure. Urges the Commission to make several recommendations to Congress that will improve direct-care workforce quality – and, therefore, care quality.
