This report presents several steps that Massachusetts should take to improve its consumer-directed long-term services and supports program (LTSS). The steps include strengthening and professionalizing jobs for personal care attendants (PCAs) by, among other measures, introducing career advancement opportunities and improving access to paid sick leave and other benefits.
