As legislated by New York State’s 2019-2020 Enacted Budget, this study examines how staffing enhancements and other initiatives could be used to improve safety and service delivery in hospitals and nursing homes. The study focuses on certified nursing assistants as well as registered nurses and licensed practical nurses.
