The Cooperative Home Care Associates: A case study of a sectoral employment development approach

This case study examines Cooperative Home Care Associates (CHCA) as a sectoral employment development initiative that implemented a forward-looking, worker-centered business model; influenced public policy; and expanded into different parts of the home care sector. The report analyzes the home care industry; describes CHCA’s history and organization, including a detailed account of its training program; evaluates CHCA’s sectoral approach; assesses outcomes; and identifies lessons learned from CHCA’s experience.
