New York’s Advanced Home Health Aide Law

In 2016, the state of New York enacted a law establishing a new job category, the “Advanced Home Health Aide,” which allows home health aides to perform certain advanced tasks. Under the supervision of a licensed registered professional nurse and upon completing training, advanced home health aides will be able to, for example, administer medications and inject insulin. This role further supports older adults and people with disabilities to live independently in their homes, while creating the type of advancement opportunity that improves job satisfaction and retention among home care workers.

For more than four years, PHI worked in coalition with a range of New York-based organizations to both design and pass this law, while also providing in-depth technical assistance to policymakers on the law’s scope. As the New York State Department of Health and Education develops regulatory guidelines for this law in the near future, PHI will continue to closely advise the agency on its implementation and enforcement.
