This is Volume III of III (Appendices) of the Phase II report on the appropriateness of establishing minimum staffing ratios in nursing homes, a two-part series commissioned by the Department of Health and Human Services. The study, conducted by Abt Associates in 10 states (over 5,000 facilities), identified a critical nursing staff ratio threshold below which the quality of care delivered to nursing home residents could be compromised.
