Cooperative Home Care Associates (CHCA) is a licensed home care services agency in the Bronx. CHCA was founded in 1985 to provide quality home care for clients and quality jobs for direct care workers. CHCA started with 12 home health aides—today, the agency employs more than 2,000 staff, making it the largest worker-owned cooperative in the United States. CHCA founded PHI in 1991 as an independent nonprofit organization, with the goal of advancing quality care through quality jobs across the country.

For 25 years, CHCA and PHI have operated a workforce development program that provides free training and guaranteed employment opportunities for its trainees. Every year, more than 600 low-income individuals—the majority of whom are women of color and immigrants to the U.S.—complete the program. Graduates are then placed in home health aide jobs that recognize the dignity of their work and their value to the community. CHCA offers its workers full-time hours, mentoring, extensive retention supports, and opportunities for asset development, career advancement, and worker ownership.

Each year, through a partnership linked by cross-board relationships, service contracts, and a shared mission, PHI, CHCA, and Independence Care System (ICS) provide care for more than 6,500 older adults and people with disabilities, employ approximately 2,500 staff, and train hundreds of women for quality home health aide jobs.

For decades, PHI has been an essential leader and innovator in the long-term care and workforce development fields—collaborating with CHCA to demonstrate and prove how direct care workers are a core part of care delivery and should be valued for their critical contributions.
